Effects:

Relaxation and lack of inhibition, perhaps increased sociability. Speech may become slurred and emotional reactions can become exaggerated - ranging from happy to aggressive. Alcohol has an effect within 5 to 10 minutes

Risk

Dependance on alcohol can creep up on you; tolerance increases with use so if you drink on a regular basis you will need more alcohol to reach the same state.

Serious drinking can lead to alcohol poisoning which could put you in a coma or even kill you
